The Senior Manager Project Support provides leadership over the Project Support Team. The Senior Manager Project Support is responsible for the quality of all projects undertaken by the department. This position is also responsible for the direction of all space programming/planning, architectural/engineering design and the proper field supervision of projects during the construction phase. The Senior Manager will also be responsible, in conjunction with the Directors, for the selection and management of all outside facility planning, architectural, engineering, interior design and construction management consultants/firms retained by Yale New Haven Health System. The Senior Manager is accountable for the successful performance of functions in the technical areas of the Department and is responsible for Departmental personnel and budgetary matters.
Responsibilities: 1. Design Responsibilities 1.1 Participates in the development and preparation of short-term and long-term facility master plans and capital budgets based upon the broad Hospital/Health System goals and growth objectives and recommends their adoption to the appropriate administrator. 1.2 Directs the overall activities of the architectural, engineering, and construction staff. Also directs staff training in the knowledge and skills of each discipline. 1.3 Provides periodic progress reports to the Director of Facilities Design and Construction concerning the status of individual projects. 1.4 Coordinates the work of outside consultants that are retained to perform specialized architectural, engineering, interior design services and drafting on specific projects. 1.5 Consults with the Director, Facilities Design and Construction on the negotiation of contracts with outside consultants and prepares recommendations to the Vice President of Facilities Design and Construction when special assistance is required to complete a project. 1.6 Approves schedules, budgets, and scope of projects being developed by the department''s Project Managers and outside consultants. 1.7 Coordinates with state and federal agencies in their reviews of schematics, preliminary designs, and working drawings as well as budgetary and other documents for Certificate of Need preparation. 1.8 Directs preparation of architectural space programs for all Hospital/Health System projects. 1.9 Directs the project managers and provides guidance and instruction in functional relationships. 1.10 Functions as the senior architectural designer of the department and with the Director, Facilities Design and Construction critiques all design work and presentation drawings. 1.11 Reviews quality of construction observation and sees that change orders and shop drawings are processed in a timely manner. 1.12 Participates in final inspection of construction and coordinates the review of the structure at the conclusion of the guarantee period. 1.13 Develops staff members to confirm they fully understand conceptual design to ensure visual and functional success. 2. Construction Responsibilities 2.1 Directs and coordinates the activities of the field group, developing the necessary policies and procedures to ensure support for the responsible Project Managers. 2.2 Assists the Project Managers in developing realistic budgets and time schedules, with due dates and manpower requirements, for the construction phase of all projects. 2.3 Monitors adherence to the construction phase of the time and dollar project budget established by the Project Manager. 2.4 Supervises the construction of projects in accordance with the applicable working drawings and specifications and deviation from predetermined plans and help achieve correction of any compliance failures. 2.5 Approves requisitions, change orders, shop drawings, punch lists, and final inspections. 2.6 Processes changes, where necessary, as expeditiously as possible to preserve construction schedules and minimize additional client expense. 2.7 Reports to those responsible for working drawings and specifications any suggestions revealed by construction administration activities which may result in improved production and detailing procedures. 2.8 Maintains cordial and harmonious relationships with the various contractors throughout the construction process by means of firm yet fair supervision with due regard for the interests an rights of all parties concerned. 3. Quality Control 3.1 Establishes the criteria for quality production in all phases of work. In consultation with all interested parties, prepare and distribute a Quality Control Guideline/Manual. 4. Personnel Relations 4.1 As required or deemed necessary, suggests new or revised personnel policies to the Director, Facilities Design and Construction, who will in turn forward them to the Human Resources Department of Yale New Haven Health System. 4.2 Maintains, on a current basis, a Yale New Haven Health System Personnel Policy Manual. 4.3 Monitors manpower requirements to anticipate the need for additional personnel or reduction in staff. 4.4 Conducts a periodic review and comparison of salaries and fringe benefits to insure that the Department is able to attract the highest caliber of talent in order to insure continuity and growth. 4.5 Maintains current position guidelines and job descriptions. 4.6 Provides for current personnel records for all employees of the department. 4.7 Advises all members of management and supervisory personnel of performance review dates of their staff. Monitor all performance reviews for supervisory approval and equitability. 5. Other 5.1 Assumes, as required, the role of Project Manager in relation to specific high profile Yale New Haven Health System departments or projects. 5.2 Provides all members of the organization with advice and guidance in the area of project approach and management. 5.3 Insures that proper and adequate checking is carried out on every project produced by the department. 5.4 On selected projects, organizes a Design Review team to critique the project. 5.5 Encourages the departmental staff and others to be constantly aware of the need for good public and community relations. 5.6 Monitors the Project Status Reports and take corrective action as required.
Graduation from a four-year or five-year college or university with a Bachelor''s degree in Architecture, Engineering or
Construction Management. Advanced Degree is desirable.
Minimum ten (10) years active professional experience in an architectural /engineering or construction management firm and/or five years active experience in a health care system as Senior Manager of Design & Construction Department.
Preferred that the candidate hold professional Architectural or Engineering registration and/or contractor?s license.
The Senior Manager must have the attitude, judgment, and ability to motivate employees to maximize individual and team effort. The Senior Manager must have the demonstrated leadership qualities and the ability to communicate very effectively, both verbally and in writing. Outside the confines of the office, this person should operate in a manner that reflects the dignity and professional attitude of Yale New Haven Health System. The Senior Manager must demonstrate a great deal of organizational loyalty and devotion to health system goals and possess business and management abilities far above average.
The Senior Manager reports to the Executive Director of Facilities Design and Construction. All staff within the Project Support function report to the Senior Manager. The Senior Manager is responsible, in consultation with the Executive Director, for establishing quality standards and control procedures for all reports, drawings, and documents produced within the Department for securing and directing all outside consultants and/or contractors retained by Yale New Haven Health System to establish uniformly functional design and construction supervision standards and monitor adherence to them and to implement approved policies and procedures and monitor adherence to departmental objectives.
