Summary:
The YNHHS Population Health Business Analyst will play an integral role in the development, implementation and oversight of data and analytic strategies and initiatives that support the execution and management of the Population Health programs and services. The analyst partners with stakeholders and program managers to understand the analytic needs of a program or population and facilitates the execution of those needs in conjunction with analytic experts in Finance and Information Technology. Adept at translating business questions to data to information and insights that describe the financial, operational and clinical quality performance of the programs using data visualization and written reports; participates in performance improvement projects requiring analytic support to track and trend measureable outcomes.

Responsibilities:
  • 1. Data Analytics
  • 1.1. Leads in the development of population and value based care data and ensures data integrity.
  • 1.2. Manages the preparation, gathering, analysis and interpretation of clinical, operational and financial data to assess efficacy of the population health programs and strategy.
  • 1.3. Establishes consistent approaches and standards for population health measures, their specifications and related monitoring and measurement.
  • 1.4. Utilizes advanced querying techniques with thorough knowledge and understanding of data warehouse concepts and content. Works with advanced graphic tools to provide clear and insightful views of performance.
  • 1.5. Ensures collaboration and productivity with Finance, IT and program managers.
  • 1.6. Conducts needs analysis related to current operations and makes recommendations to promote innovative use of existing analytics tools and monitors best practices in technology and tools for population health management to be considered.
  • 1.7. Performs benchmarking against local and national standards related to population health, clinical quality and financial performance.
  • 1.8. Develops comprehensive and executive summaries and reports. Presents data in effective, clear formats tailored to needs of various audiences, including senior leadership, managers, and staff.
  • 1.9. Creates and generates ad-hoc reports and dashboards.
  • 1.10. Manages the data generation process and create standard reports or dashboards for dissemination throughout all levels of the organization
  • 1.11. Supports the development of business proposals and opportunity analyses to advance the strategies and objectives of the department.
  • 2. Performance Improvement and Project Management:
  • 2.1. Assists Population Health leadership and program managers in establishing measureable performance improvement goals, targets and benchmarks. Participates in performance improvement projects as assigned.
  • 2.2. Facilitates the collection, synthesis, and translation of population health and value based care data into information to inform future state process and design requirements.
  • 2.3. Plans, organizes, and coordinates projects and ensures project objectives, deliverables and timelines are on schedule and of high quality.
  • 2.4. Prepares project updates and close-out presentations, reports, and related communications in conjunction with project team and stakeholders.

    EDUCATION:

    Bachelor's Degree in Business, Industrial/Systems Engineering, or related field, required. Master's Degree preferred

    EXPERIENCE:

    Minimum of 5 years relevant work experience in data management and analysis, with focus on quality management in a healthcare setting, required. Clinical experience and/or health insurance plan experience strongly preferred.

    SPECIAL_SKILLS:

    Demonstrated expertise in project management, analytic techniques and principles, and IT systems management, required. Strong communication, presentation, relationship building and organization skills, required. Proficiency in Microsoft applications and data analysis tools (Excel, SPSS, SAS, etc.), required. Familiarity with claims data or health plan data strongly preferred. Familiarity with Epic or other electronic medical record software is preferred.

    Must be able to be flexible and comfortable with state-wide travel.
    PHYSICAL_DEMAND:

    Flexibility in coping with shifting demands on time and energy. Must have own reliable transportation and be able to travel to across the health system delivery network and to our partner organizations.
