The Northeast Purchasing Coalition (NPC) is a regional supply network covering Connecticut, Massachusetts, Vermont, Maine, New Hampshire, New Jersey, New York and Rhode Island. The NPC includes approximately 17 members representing over 120 hospitals. This supply network will represent over $ 3B in combined annual supply purchases. The network will work with Vizient Inc. and act as a single entity in order to drive savings, improved supply utilization and supply chain efficiency. Yale New Haven Health Services Corp. will be providing a portion of the contracting services and the primary provider of clinical value analysis services on behalf of the NPC. The NPC will be governed by supply executives with a strong set of operating guidelines and overseen by a Board of Senior Executives.
SR. COALITION CONTRACTS SPECIALIST NPC, reporting to the Clinical Director, NPC, Yale New Haven Health System (YNHHS), working within a team environment will be responsible for the formulation of bidding and contracting strategy, the deployment of this contracting strategy and the presentation of all findings to, Senior Administration, Supply Chain Executives, the NPC Operations Committee, and other committees as needed. This individual is responsible to develop formal request for proposals, support and lead team and individual negotiations with vendors on behalf of the NPC, complex financial and non -financial analysis, and contract development . Compilation and preparation of all information and financial analysis is required to provide a recommendation for any product or service. The SR. COALITION CONTRACTS SPECIALIST NPC is responsible for collaborating with various levels of personnel and committees comprised of individuals from unique healthcare organizations regionally to explore alternatives related to non-labor cost reductions strategies that can be coordinated and deployed regionally. Prepare and give presentations to large groups of people; particularly, the NPC Operations Committee, comprised of member Supply Chain executives.
This individual may also be asked to generate non -labor cost reduction opportunities as a result of their own research combined with data and information provided by vendors, the GPO, spend analytics and other sources . The SR. COALITION CONTRACTS SPECIALIST NPC must be able to function autonomously in most cases, handling complex multiple tasks with minimal supervision. The ability to change priorities dependent upon organizational need is also necessary.
Responsibilities: 1. SR. COALITION CONTRACTS SPECIALIST NPC will perform any or all of the following duties to facilitate the negotiation and contracting of goods and services for YNHHS and the NPC: 1.1. Participate in and present to NPC operations committee, clinical subcommittee, advisory group & Vizient resources. 1.2. Must act as a liaison between the NPC Operations Committee, Clinical sub-Committees, Vizient resources and others as needed to encourage the sharing of information and practices while bringing members, physicians, clinical leadership and administrators together to gain consensus towards the set goals and objectives. 1.3. Must be able to maintain a high tolerance for the changing environments and differing cultures and be able to incorporate those specific changes and ambiguities into the overall project negotiation and implementation plan as a whole, redirecting the project as needed. 1.4. Working with members, clinical committees, and administrative leadership, coordinate and lead the activities of multiple projects performing analysis, generating initiatives, coordinating bid processes, conducting detailed analyses of bid options, negotiating contracts to promote product standardization, utilization review and expense reduction. 1.5. Provides leadership at committee meetings when necessary. Responsible for generating supply chain cost reduction ideas based upon the data & historical/current knowledge. 1.6. Responsible for the compilation of data, researching various options for cost savings that may be available either with the products or the utilization of those products. Included in the analysis are non-financial factors that will influence the decision. Must understand, prepare, and present findings to YNHHS and the NPC. Ultimately work to achieve agreement amongst all. 1.7. Administer the entire bid and negotiation process assure the utilization of GPO contracts as appropriate, utilize the benchmarking and industry information, and leverage the volume of YNHHS and the NPC to obtain the greatest value for all members and institutions. 1.8. Lead the more complex initiatives in the NPC annual contract plan. 1.9. Responsible for developing formal Requests for Proposal (RFPs) that fulfill the requirements and incorporates all input from all physicians, clinicians, committees and end users throughout YNHHS and the NPC. Solicit, analyze and award contracts to vendors using RFP process and in conjunction with overall procedures and guidelines of YNHHS, Vizient and the NPC. 1.10. Will meet with clinical committees or physicians to seek information to include in the formal RFP process, to explain the available savings, or to assist in the organization of a trial strategy of the products under review. This step is needed to gain consensus for clinical and physician preference product decisions. 1.11. Facilitates the negotiation process individually with vendors or using a team negotiation approach to achieve the preferred financial and non-financial results as well as the desired terms and conditions needed. 1.12. Develop contracts for the acquisition of various supplies, and services such as Med/Surg supplies, clinical & physician preference supplies, purchased services, and equipment. This work will focus on standardization or product/services and/or standardization of contracting strategy, reduced/stable pricing, improvement of service levels and will adhere to all appropriate YNHHS and NPC guidelines and policies. Contract documents will be prepared to protect the interest of all YNHHS and NPC entities. 1.13. Provide, maintain and submit comprehensive contract files for the contract database and ensure all information and data is provided to appropriate parties in accordance with overall YNHHS and NPC procedures. 1.14. Responsible for ongoing management of all contracts assigned in their area of responsibility. 1.15. Responsible for maintaining vendor relationships and responding to service level issues as identified by the entities of the YNHHS and the NPC. 1.16. Provides contract compliance report out to the membership based on contract requirements. 1.17. Quarterly business reviews performed with suppliers to ensure the NPC is tracking toward their commitments and able to achieve negotiated incentives. 1.18. Attend and present at Operations Committee meetings as well as other forums as requested. 1.19. Review, monitor and make comparisons of national, regional and local benchmarking and contracts to determine and ensure value to all YNHHS and NPC members. Participate in GPO councils as appropriate. 1.20. Responsible for assigned targets, standardization initiatives and other initiatives as agreed upon annually in the form of personal goals. 1.21. Follow all compliance guidelines and patient safety and confidentiality guidelines. Maintains the confidentiality of pricing among vendors and other outside parties. 1.22. Provide guidance to other Coalition Contract Specialist staff regarding deployment of the contracting strategy, member involvement, and required escalation. 1.23. Provide guidance and education to other YNHHS based Corporate Contracting staff regarding NPC contract plan initiatives, vendor negotiations and prioritization of initiatives within their Health System based committee structure.
Bachelor's Degree or Nationally Recognized certifications such as C.P.M., CSPM, CMRP strongly preferred.
Seven to ten years' experience in Supply Chain Management, with five years in healthcare preferred. Experience collaborating with various levels of personnel to explore alternatives related to non -labor cost reductions strategies that can be coordinated and deployed regionally. Experience in managing complex projects and meeting tight timelines. Experience in developing contract strategy and contract plans. Experience with formal request for proposal development, team and individual negotiations, complex financial and non -financial analysis, and contract development. Experience compiling data and information into clear and concise presentation material. Experience in giving presentations to a large group of people at a variety of levels within the organizations. Experience in managing customer expectations.
Ability to develop and maintain working relationships in collaboration with all member hospital, YNHHS, Vizient personnel and NPC committees. Ability to function autonomously in most cases, handling complex multiple tasks with minimal supervision. The ability to change priorities dependent upon organizational need . Ability to interpret data and information. Ability to conduct complex analysis in Excel and communicate effectively verbally and in writing. Must be skilled in the Microsoft suite of products. (e.g.: Word, Excel, Power Point). Must have excellent presentation skills.
Accountable to the NPC Board driven goals. Accountable to meet the needs of the NPC membership as directed by the Operations Committee. Accountable to incorporate the input of the Clinical Committee structure into the contract strategy and strategy deployment. Accountable to both Vizient and YNHHS, as joint Service Providers of the NPC. Directly reporting to the Clinical Director, NPC, YNHHS.
Responsible for coordinating contracting strategy and deploying this strategy on behalf of a $2B supply spend organization, comprised of 17 entities and > 100 individual hospitals. Responsible for negotiating at a national level with suppliers on behalf of the NPC. Responsible to collaborate with the NPC members, Vizient, and YNHHS Supply Chain to accomplish the NPC Board driven goals.
Required to travel within 8-state northeast region (CT, MA, RI, VT, NH, NJ, NY, and ME).
